Fourth regulations are built into the service from today

The fourth set of regulations for the Infected Blood Compensation Scheme became law on 24 July 2026. From today (1 October 2026), they're built into IBCA's service.

What this means for you if you’re starting a claim

If you're starting a new claim from today, we'll apply the amended rules to your claim automatically when you’re brought into the service.

You do not need to do anything right now. Your claim manager will talk you through additional information we might need and next steps.

What this means for you if you’re going through a claim

If you have an active claim in the service, we'll also apply the amended rules to your claim automatically. Some of these claims may take longer if we need to gather additional evidence.

What this means for you if you have received a compensation payment

If you have received a compensation payment before 1 October 2026, we'll review your claim. You do not need to do anything right now, we will contact you directly.

First, we'll check your claim against the information we currently hold. We'll then write to you to tell you:

  • if the information shows you're impacted by the changes
  • we need more information from you

If we need more information, you'll have the opportunity to provide it at this point.

This does not mean we'll start paying any difference. It means we've reviewed your claim for a possible change.

As set out in our business plan, we will complete the bulk of core infected claims related to the fourth regulations by the end of March 2027.

What has changed

For infected people, the rules now include an uplift for those infected before age 18, alongside a new severity category for individuals with chronic hepatitis B or C who underwent interferon treatment. The calculation methods for past care and additional financial loss have also been uplifted.

For affected family members, the regulations introduce specific uplifts to injury awards.

We are implementing the changes introduced by the fourth regulations to the core awards only at this stage.

We're getting things ready so we can start work on supplementary claims as soon as possible. We'll build these changes into the service when we do.

Where to get more information

We've updated our compensation calculator, so it now reflects the amended rules. This includes updated calculations for:

  • interferon treatment
  • the uplift for people infected as children
  • the uplifts for affected people
